penalties for ragequitting are too lenient

I propose two things:

one, if your completion % is below 90 (for example, i wouldn't mind it being higher) you cannot enter tournaments. perhaps ragequitting during a tournament should be penalised more heavily.

two, one should be able to filter opponents by completion %. i hate hate HATE ragequitters and would prefer to never play against them.

i believe these two suggestions would be both easy to implement and an effective deterrent against this type of unsportsmanlike behavior.

thank you.
Last night I win against nerdy girls then she says whatever I try I still can't win against u and u can eat your sh***. Is that rage quitters?
maybe make it a capital offence..... I am sure there would be fewer rage quitters if we brought in the death sentence!
@BurgerSalesman , who me? you really thought it was worth your time to type this? doesn't it get your goat when someone storms away in a huff rather than just resigning?

@Firegoat7 , i'm more into public flogging than executions. for first-time offenders anyway

Game completion rate does not only depend if you rage quit or not. More often than not people have low game completion rate because of aborting games and/or bad internet. Take me for example. I have a completion rate of 73%, despite the fact I NEVER ragequit, but I do have a bad internet connection sometimes.
