Why FIDE not encouraging women to participate in open section? Is there a scientific research that says men are good at chess than women?
Yes, its called rating list.... or just the fact, that interests differ....

FIDE is a large collection of individuals who work for chess, and encouragement will not be universal by any means. But I'm not aware of any official international policy that discourages women's participation in open events. However, there have always been serious problems from individuals in the chess world who have created an UNSAFE environment (let alone an unwelcoming one) for women. And some notorious cases have come to light very recently.

Open sections need to make sure they are welcoming to women players and women organisers. But, while that is by no means always the case - which is likely for the forseeable future - we need women-only events too where the participants can be certain they will not experience an unsafe environment.
If it is too difficult to transform several (male) chess players to Gentlemen, then transform Gentlemen to chess players.
